भारत की विदेश नीति –
किसी भी देश द्वारा दूसरे देशों के साथ संबंध स्थापित करने के लिए जो योजना और नियम बनाए जाते हैं
उसे विदेश नीति के नाम से जाना जाता है।
क्या सभी देशों की विदेश नीति एक जैसी होती है?
“सभी देशों की विदेश नीति एक जैसी नहीं होती है।”
“एक मुहल्ले में रहते हुए भी हमारे सभी पड़ोसियों से तो एक जैसे रिश्ते नहीं होते,
किसी के यहाँ आना जाना कम होता है तो किसी के यहाँ ज्यादा।
दूसरे देशों के साथ विदेश नीति बनाते समय सभी देशों की मुख्य जरूरत अपनी सीमाओं की सुरक्षा भी होती है।
प्रत्येक देश उन देशों के साथ दोस्ती और सहयोग करने की कोशिश करता है,
जो उसकी बाहरी सीमाओं की सुरक्षा करने में सहायक हो सकें।
भारत अफगानिस्तान और नेपाल से इसलिए ज्यादा करीब है क्योंकि वह चाहता है कि कोई भी विदेशी सेना हमारे देश तक न पहुँचे।
इन देशों की वायु सीमाओं का भी भारत के खिलाफ प्रयोग न किया जा सके। बदलती रहती है।
भारत में भी किसी भी देश की दूसरे देशों के साथ संबंधों की योजना कई बार अपने संबंधों की योजनाएँ बदली हैं।
सन् 1962 में चीन द्वारा भारत पर उत्तर-पूर्व और उत्तर दिशा से किए गए
हमलों से पहले भारत की सरकार यह मानती थी कि हमें ज्यादा सेना और हथियार रखने की जरूरत नहीं है,
क्योंकि हमारा कोई भी दुश्मन देश नहीं है।
चीन के साथ होने वाली लड़ाई में भारत को काफी मुश्किलों का सामना करना पड़ा।
इस लड़ाई के बाद भारत ने अपनी सैनिक योजना और विदेशों के साथ संबंधों की योजना में कुछ बदलाव किए और सेनाओं और हथियारों में वृद्धि की।
भारत की विदेश नीति का सिध्दांत –
भारत ने भी अपने लिए कई सिद्धांत बनाएँ हैं-
1. देश द्वारा दूसरे देश की सीमाओं का सम्मान करना हमारी विदेश नीति का सबसे मुख्य सिद्धांत है।
सुरक्षा, विकास एवं शांति के लिए यह भी जरूरी है कि एक देश दूसरे देश पर हमला न करे।
2. एक देश दूसरे देश पर आक्रमण न करे और न ही दूसरे देशों के घरेलू मामलों में दखल दे।
3. सभी देशों को समान रूप से आदर देने और उनकी पहचान का समानता के साथ सम्मान करना।
4. विश्व के किसी गुट में शामिल नहीं होना भी भारत की विदेश नीति का महत्वपूर्ण हिस्सा है.
क्योंकि द्वितीय विश्व युद्ध के बाद सोवियत संघ और अमेरिका जैसे शक्तिशाली राष्ट्र विश्व के अन्य देशों को अपने गुटों में शामिल करना चाहते थे।
गुट निरपेक्ष नीति –
भारत यह जानता था कि गुटों में बँटना विश्व शांति के लिए हानिकारक है।
किसी गुट में शामिल होने का मतलब था किसी भी मामले में हमारे स्वतंत्र मत का कोई अर्थ नहीं।
इसलिए यह तय किया गया कि भारत किसी भी गुट में शामिल नहीं होगा।
अन्तर्राष्ट्रीय मामलों यानि अन्य देशों के साथ संबंधों में स्वतंत्र और निष्पक्ष रूप से विचार कर निर्णय लेना भारत की विदेश नीति का एक महत्वपूर्ण हिस्सा है
जो विश्व के किसी गुट में शामिल नहीं होने से सम्भव हुआ है। इसे ही भारत की ‘गुट निरपेक्ष‘ नीति कहा जाता है।
गुट निरपेक्षता की इस नीति को विश्वशांति, अन्तर्राष्ट्रीय सहयोग एवं विकास के लिए आवश्यक मानकर धीरे-धीरे कई देश इसे अपनाने लगे।
इसे अपनाने वाले राष्ट्रों का समूह गुट निरपेक्ष राष्ट्र कहलाने लगा।
पंचशीलः-
पंचशील भारत की विदेश नीति का एक महत्वपूर्ण आधार है।
पंचशील संस्कृत के दो शब्दों “पंच और शील” से बना है।
पंच का अर्थ है पाँच और शील का अर्थ है आचरण के नियम, अर्थात् आचरण के पाँच नियम।
पंचशील पहली बार तिब्बत के मुद्दे पर 29 मई सन् 1954 को भारत और चीन के बीच हुई संधि में साकार हुआ।
संधि के पांच बिंदु –
संधि में उल्लिखित पाँच बिन्दु निम्नलिखित हैं:-
1. एक-दूसरे की प्रादेशिक अखंडता तथा सर्वोच्च सत्ता के लिए पारस्परिक सम्मान की भावना।
यानि सभी देशों की सरकारों और उनके फैसलों के प्रति सम्मान की भावना रखना तथा
उनकी स्वतंत्रता और एकता को सम्मानपूर्वक स्वीकार करना।
2. अनाक्रमण अर्थात् किसी दूसरे देश की सीमा पर आक्रमण नहीं करना।
3. एक-दूसरे के आंतरिक मामलों में हस्तक्षेप नहीं करना
अर्थात् कोई भी देश अपने नागरिकों के लिए जो भी नियम-कानून बनाए
उसमें रोक-टोक और उन्हें बदलने की कोशिश नहीं करना।
4. समानता और पारस्परिक लाभ अर्थात् किसी भी कारण से किसी भी देश को छोटा या बड़ा न मानकर समान मानना एवं एक-दूसरे के हित में काम करना।
5. शांतिपूर्ण सह अस्तित्व-इसका अर्थ है सभी देश अपनी आजादी को बनाए रखेंगे
और एक दूसरे की आजादी के लिए शांतिपूर्वक मदद करेंगे।
अपने बीच होने वाले विवादों को शांतिपूर्वक चर्चा से ही हल करना।
भारत ने हमेशा इन सिद्धांतों पर अमल किया है।
अन्य देशों या पड़ोसी देशों से भूमि सीमा, पानी के बँटवारे या अन्य विवादों को शांतिपूर्वक हल करने का प्रयास किया है।
